Express Entry Latest Draws: IRCC Issues 3,725 ITAs Across PNP, CEC, and French Category

IRCC conducted three Express Entry draws this week, issuing a total of 3,725 Invitations to Apply (ITAs) for permanent residence across Provincial Nominee Program (PNP), Canadian Experience Class (CEC), and French-language proficiency categories.

IRCC invited 225 PNP candidates with a minimum Comprehensive Ranking System (CRS) score of 739. The high threshold reflects the continued competitiveness of this stream, as candidates must show exceptional qualifications even beyond their provincial nomination, which adds 600 points to their base score.

The CEC draw issued 1,000 ITAs to candidates with a minimum CRS score of 534. This stream targets individuals with Canadian work experience, including international graduates and temporary foreign workers already contributing to Canada’s economy.

The largest allocation of the week went to French-speaking candidates, with 2,500 ITAs issued at a minimum CRS score of 481. This substantial number reflects Canada’s commitment to supporting francophone immigration.

Next Express Entry Draw Pattern and Predictions

IRCC has maintained consistent draw scheduling throughout 2025:

  • Biweekly Frequency: PNP and CEC draws occur approximately every two weeks since June 10, providing predictable opportunities for candidates in these streams.
  • Monthly Category Draws: Healthcare and social services draws have occurred monthly from May through July, indicating sustained focus on addressing critical labour shortages.
  • Quarterly Allocations: French-language proficiency draws maintain regular intervals, with four draws conducted year-to-date.

Score Thresholds by Stream

The week’s draws revealed distinct competitiveness levels across different categories:

  • High Competition (700+ CRS): PNP draws require exceptional profiles even with provincial nomination benefits. Candidates must maximize education, language, and work experience points.
  • Moderate Competition (500-600 CRS): CEC draws remain accessible for candidates with strong Canadian experience and good language proficiency.
  • Accessible Opportunity (400-500 CRS): French-language proficiency offers the most accessible pathway, with strong language skills potentially overcoming other profile limitations.

Immigration Targets Context: 2025-2027 Levels Plan

Canada’s Immigration Levels Plan for 2025-2027 sets the following permanent residence targets:

  • 2025 Target: 485,000 new permanent residents
  • 2026 Target: 500,000 new permanent residents
  • 2027 Target: 500,000 new permanent residents

Economic Class Allocation: Approximately 60% of total admissions target economic immigrants, translating to roughly 291,000 economic class permanent residents for 2025.

Target-Based Draw Predictions

Remaining 2025 Capacity Analysis: With 53,128 ITAs issued year-to-date and typical invitation-to-landing ratios of 70-80%, IRCC needs to issue approximately 130,000-150,000 additional ITAs in 2025 to meet economic class targets.

Monthly ITA Requirements

  • August-December: Approximately 26,000-30,000 ITAs needed monthly
  • Current pace: 3,725 ITAs weekly suggests need for increased frequency or allocation sizes

Note: Predictions are based on historical patterns and current trends. Actual draw results may vary based on immigration policy decisions and operational factors.
