Ontario Human Capital Priorities is a stream of the Ontario Immigrant Nominee Program (OINP), managed by the Ontario province. OINP Human Capital Priorities – FSW Candidates Stream is aligned with the Express Entry immigration system. It is a merit-based system that considers the Federal Skilled Worker (FSW) Express Entry program candidates to be the last part of Ontario’s workforce. Eligibility Requirements for Ontario Human Capital Priorities (FSW)

To apply under the OINP Human Capital Priorities – FSW Candidates scheme, you must meet the following eligibility requirements:

  1. Express Entry Profile: You should have an active Express Entry profile in Federal Skilled Worker (FSW).
  2. Language Proficiency: You should demonstrate your language proficiency in French or English according to the Canadian Language Benchmark (CLB) level 7.
  3. Education Criteria: Your education should equal the Canadian bachelor’s, master’s or PhD degree. You must get your Educational Credential Assessment if you have studied outside Canada.
  4. CRS Score: You should have a Comprehensive Ranking System (CRS) score of 400 points (minimum).
  5. Residence: You should demonstrate your intention to live in Ontario permanently.
  6. Provincial Connection: You may not have a connection to the province.
  7. Job Offer:  You may not have a job offer.
  8. Investment: You may not have an investment.

Work Experience Requirements:

  1. Work Experience: You should have at least one year of work experience that should be continuous, full-time, and skilled. Work experience should be in a position at National Occupational Classification (NOC) TEER 0, 1, 2 or 3.
  2. Time Frame: Your employment experience must have occurred within the past five years of the date you submitted your application to the province.
  3. Occupation: Your job experience should be in the principal occupation you specified in your Express Entry profile.
  4. FSWP Points: You should score a minimum of 67 points on the selection factors of the Federal Skilled Worker Program (FSWP).
  5. Exclusions: Your unpaid internships and volunteer work will not be considered work experience.

Note: If you are self-employed, you must provide employment documentation that can be verified via a 3rd party.

Settlement Funds:

To successfully settle in Canada, you should have adequate finances to support yourself and dependents. You should demonstrate your settlement funds using various means:

  • Bank statements
  • Statements of accounts that show assorted investments like non-locked-in accounts, fixed-term deposits, mutual funds, etc.
  • Annual earnings from ongoing employment in the province of Ontario.
  • Possessing a job offer in the province of Ontario.

Legal Status in Canada:

If you apply to the OINP Human Capital Priorities – FSW Candidates Stream from within Canada, maintaining legal status must be held until your nomination. The legal situation can be proved via:

  • Visitor record
  • Study Permit
  • Work permit

OINP Human Capital Priorities (FSW): Application Process

The OINP Human Capital Priorities – FSW Candidates is an invitation-only stream in which you can apply via the following steps:

Step 1: Meet Eligibility Criteria Ensure you meet all the eligibility criteria of an Express Entry profile.

Step 2: Receive Notification of Interest (NOI). If the Ontario province selects you, you will be issued a Notification of Interest (NOI). Note that the province reviews the Express Entry profiles and issues an NOI only to select candidates. Hence, there is no assurance of receiving a Notification of Interest (NOI).

Step 3: Apply for Provincial Nomination Upon receiving the Notification of Interest (NOI), you can apply to the OINP for provincial nomination. For this, you need to follow the below-mentioned steps:

  • Apply online via the OINP e-Filing Portal within 45 calendar days of receiving NOI.
  • Pay the OINP application fee of $1,500 CAD.

Step 4: Approval Notification If your provincial nomination application is approved, Ontario will notify you via your IRCC online account.

Step 5: Accept Provincial Nomination Upon the approval of your provincial nomination, you will see an increase of 600 points in your CRS score. It virtually guarantees you receive an Invitation to Apply (ITA) for permanent residence, which will be finalized via Express Entry draw. Hence, it would help if you acted in the following way immediately:

  • Upon receiving an ITA, submit an official application for permanent residency in Canada.
  • Make sure to apply within the designated time.

Note: It takes up to 6 months to process the applications for permanent residence submitted via Express Entry.
