Eligibility Requirements for OINP Human Capital Priorities – CEC Candidates Scheme:

1. Express Entry Profile: You must maintain an active Express Entry profile in the Canadian Experience Class (CEC).
2. Language Proficiency: You must prove your language proficiency in French or English as per the Canadian Language Benchmark (CLB) level 7.
3. Education Criteria: You are not restricted by any minimum education criteria under the Canadian Experience Class (CEC) program.
4. CRS Score: Your Comprehensive Ranking System (CRS) score must be a minimum of 400 points.
5. Residence: You must prove your intention to reside in Ontario.
6. Provincial Connection: You might not require a connection to the province.
7. Job Offer: You might not have a job offer.
8. Investment: You might not have an investment.

Work Experience Requirements

1. Canadian Work Experience: You must have one year of full-time Canadian work experience, which should be paid and skilled but not compulsory to be continuous.
2. Time Frame: You must have obtained work experience within three years before applying.
3. Occupations: You must have obtained work experience in one or more occupations mentioned in your Express Entry Profile.
4. NOC Position: You must have acquired work experience in a position at National Occupational Classification (NOC) TEER 0, 1, 2 or 3.
5. Legal Status: You must have obtained work experience in Canada under legal status.
6. Exclusions: Your volunteer work and unpaid internships (if any) are not considered work experience. This option does not include paid employment gained when studying at a post-secondary institution full-time or self-employment.

Settlement Funds

You need to maintain appropriate financial resources to support yourself and your dependents during your stay in Canada. The following methods can be used to demonstrate your settlement funds:

• Bank statements
• Statements of accounts in which fixed-term deposits, mutual funds, non-locked-in accounts, & other investments are shown.
• Annual earnings from your present employment in Ontario.
• Having a job offer in Ontario.

You must compulsorily demonstrate legal status till the time of your nomination. You can do it via:

OINP Human Capital Priorities (CEC): Application Process

You can apply to the OINP Human Capital Priorities – CEC Candidates stream via the below-mentioned ways:

Step 1: Fulfill Eligibility Requirements Ensure that you fulfill all the eligibility requirements of an Express Entry profile.

Step 2: Receive Notification of Interest (NOI) Upon selection, the province of Ontario will issue you a Notification of Interest (NOI). Only selected candidates receive a NOI after the province reviews their Express Entry profiles. Therefore, a NOI cannot be guaranteed.

Step 3: Apply for Provincial Nomination After receiving the NOI, you can apply for provincial nomination via the following steps:

• Submit an online application through the OINP e-Filing Portal within 45 calendar days of receiving NOI.
• Pay the OINP application fee of $1,500 CAD.

Step 4: Approval Notification You will receive a notification via your IRCC account if your provincial nomination application is approved.

Step 5: Accept Provincial Nomination: You will see a 600-point increase in your CRS score once your provincial nomination is approved. Hence, based on the Express Entry draw, you will be guaranteed an Invitation to Apply (ITA) for permanent residence. After this, complete the below steps:

• Upon receiving an ITA, submit an official application for permanent residency in Canada.
• Apply within the stipulated time.

Note that applications for permanent residence submitted through Express Entry may take up to six months to process.
