OINP Human Capital Priorities (CEC): Application Process

Step 1: Fulfill Eligibility Requirements Ensure that you fulfill all the eligibility requirements of an Express Entry profile.
Step 2: Receive Notification of Interest (NOI) Upon selection, the province of Ontario will issue you a Notification of Interest (NOI). Only selected candidates receive a NOI after the province reviews their Express Entry profiles. Therefore, a NOI cannot be guaranteed.
Step 3: Apply for Provincial Nomination After receiving the NOI, you can apply for provincial nomination via the following steps:
- Submit an online application through the OINP e-Filing Portal within 45 calendar days of receiving NOI.
- Pay the OINP application fee of $1,500 CAD.
Step 4: Approval Notification You will receive a notification via your IRCC account if your provincial nomination application is approved.
Step 5: Accept Provincial Nomination: You will see a 600-point increase in your CRS score once your provincial nomination is approved. Hence, based on the Express Entry draw, you will be guaranteed an Invitation to Apply (ITA) for permanent residence. After this, complete the below steps:
- Upon receiving an ITA, submit an official application for permanent residency in Canada.
- Apply within the stipulated time.
Note that applications for permanent residence submitted through Express Entry may take up to six months to process.
