OINP French-Speaking Skilled Worker – Canadian Experience Class (CEC)

OINP French-Speaking Skilled Worker – Canadian Experience Class (CEC) program targets skilled workers under the Express Entry profile. To apply under this program, you must have proficiency in English and French languages. If you are successfully nominated, the province of Ontario will send you a Notification of Interest (NOI), which will virtually ensure your permanent Canadian residency as you can apply for it.

Eligibility Requirements for OINP French-Speaking Skilled Worker – CEC

  • You should have an Express Entry Profile and receive a Notification of Interest from Ontario.
  • You should demonstrate language excellence with a minimum score of CLB 7 in French and CLB 6 in English, both in all 4 abilities.
  • You should have an education level equal to a Canadian bachelor’s, master’s or PhD degree.
  • You should demonstrate previous work experience with National Occupational Classification (NOC) in TEER Category 0, 1,2, or 3.
  • You may not have a connection to Ontario.
  • You may not have a job offer.
  • You may not require an investment.

Note: The Canadian English Language Proficiency Index Program (CELPIP) and the International English Language Testing System (IELTS) are two accepted tests for English proficiency.

Settlement Funds

If you are applying for the Ontario French-Speaking Skilled Worker stream, you must fulfil the settlement funds requirement established by Immigration, Refugees and Citizenship Canada (IRCC). It can be proven by:

  • Having a valid job offer or;
  • Your finances.

Note that under the OINP French-Speaking Skilled Worker – CEC stream, you are exempt from disclosing settlement funds at the federal level, but the same is not valid at the provincial level. So, you must show proof of settlement funds for the OINP application.

OINP French-Speaking Skilled Worker (CEC): Application Process

OINP French-Speaking Skilled Worker – Canadian Experience Class (CEC) is an invitation-only program. You can apply if you meet all its eligibility requirements. The systematic application procedure is given below:

  • Apply: You must apply with your Express Entry profile.
  • Wait: You need to wait for the Notification of Interest (NOI), which the province of Ontario will issue.
  • Prepare and Submit:  You must prepare and submit an online application within 45 calendar days of receiving the NOI. The application submission is to be done through the OINP e-Filing Portal.
  • Pay Fee: You need to pay the OINP application fee of $1,500 CAD.
  • Notification: You will be notified via your IRCC online account upon the approval of your application for provincial nomination.
  • Accept Nomination:  You will get an increase of 600 points in your CRS score upon accepting the provincial nomination. It is a virtual assurance that you will get an Invitation to Apply (ITA) for permanent Canadian residency in the next Express Entry draw.
  • Apply for Residency: You must swiftly prepare an official application for permanent Canadian residency and submit it within the delegated time.

Important: The province of Ontario processes the applications for permanent residency within 6 months, provided they are submitted via Express Entry Profile.
